CalWORKs / Alternative Payment Program
Stages I, II, III & APP Programs
The Alternative Payment Program consists of several Federal & State Subsidized Block Grants funded by the California Department of Education and the Department of Public Social Services.
The following are the programs that we provide subsidized childcare services for: The Los Angeles Department of Public Social Services Welfare (DPSS CalWORKs Stage 1) and the California Department of Education Alternative Payment Program (CDE General APP & the CalWORKs APP Stage 2 & 3 programs).
All the subsidized Alternative Payment Programs are parental choice programs, the parent may choose any one of the following types of child care services: a child care center, a licensed before/after school program, licensed home family day care, the children's relative (i.e. grandparent(s), aunt or uncle ) or a friend or neighbor who would serve only one family.
We are presently providing child care services to over 3,000 families and approximately 6,000 children throughout our geographical service area, which consists of the following communities: Bell, Bell Gardens, Boyle Heights, City Terrace, City of Commerce, Cudahy, East Los Angeles, El Sereno, Huntington Park, Lincoln Heights, Maywood, Montebello, Monterey Park, Pico Rivera and Santa Fe Springs.
CalWORKs Stage 1 is for TANF recipients who are on or off cash aid. To be eligible for child care services the parent(s) must be working, seeking employment, attending school or participating in a GAIN educational program and the children are under the age of 13. Eligible families may have all or part of the cost paid for by a subsidized Federal & State Block Grant. Once the parent(s) are deemed stable and the parent(s) income is at or below the state's median level established by the State Department of Education, the family is transferred to the Stage 2 Department, if the parent has chosen in-home care, then the parent can remain in Stage 1 for a maximum of 24 months after being off cash aid. At that point the family is considered (timed out), and is transferred to Stage 3 if funding is available, otherwise, families are recommended to enroll in the APP waiting list.
CalWORKs Stage 2 is for TANF recipients who are on or off cash aid. To be eligible for childcare services the parent(s) must be working, seeking employment and/or attending school or some type of vocational training. Eligibility includes that the parent(s) income is at or below the state's median level and children are under the age of 13. Eligible families may have all or part of the cost paid for by a subsidized Federal & State Block Grant. Once the parent(s) reach a combined 24 months of Stage 1 & 2 child care services after being off cash aid the family is considered (timed out), the families are transferred to Stage 3 if funding is available, otherwise, families are recommended to enroll in the APP waiting list.
CalWORKs Stage 3 is for previously TANF participants who are off cash aid and have either transferred from Stage 1 or 2. To be eligible for childcare services the parent(s) must be working, seeking employment and/or attending school or some type of vocational training. Eligibility includes that the parent(s) income is at or below the states median level and children are under the age of 13. Eligible families may have all or part of the cost paid for by a subsidized Federal & State Block Grant. The family can continue to receive childcare assistance for a period of one year as long as they meet the eligibility criteria. Once they time out, the families are recommended to enroll in the APP waiting list. Childcare services are not guaranteed and are based on available funding.
CDE Alternative Payment Program Federal Block Grant is for participants who are of low income. To be eligible for childcare services the parent(s) must be working, seeking employment and/or attending school or some type of vocational training. Eligibility includes that the parent(s) income is at or below the states median level and children are under the age of 13. Eligible families may have all or part of the cost paid for by a subsidized Federal & State Block Grant. The family can continue to receive childcare assistance until the children turn 13 and/or the parent's income exceeds the state's median level for eligibility. Childcare services are not guaranteed and are based on available funding.
Within the subsidized CalWORKs and the Alternative Payment programs there are four departments that are essential to the services that we provide; all departments assist our APP participants and the child care providers.
- The first is the Payment Processing Department, they are responsible to calculate and authorize payment to the contracted childcare providers for services rendered.
- The second department is the Liaison Customer Service Unit; they provide quality customer service to all our APP participants and childcare providers. Their main responsibility is to assist the participants and providers with any concerns they have in regards to their childcare services and/or payment.
- The third is the Accounting Department, they are responsible to issue & mail out the actual checks within three business days from the date of receipt of payment invoice request. The Accounting Department is also responsible to issue out the annual 1099 tax form to all providers that were issued any funds within that tax year.
- The last department but not least is the Resource & Referral Department, they provide various services to the community but mainly deal with licensed child care providers and APP participants call the R & R Department for referrals to find a licensed child care provider within the participants area of need.
