The Alternative Payment
Programs consist of several
Federal & State Subsidized
Block Grants funded by the
California Department of
Education and the Department
of Public Social Services.
The following are the
programs that we provide
subsidized childcare
services for: The California
Department of Education
Alternative Payment Program
(CDE General APP & the
CalWORKs APP Stage 2 & 3
Programs), The Los Angeles
Department of Public Social
Services (DPSS CalWORKs
Stage 1).
The CalWORKs Alternative
Payment Programs consist of
8 individual departments in
order to accomplish the
tasks of operating an APP
unit, the departments are:
General APP, Stage 1, Stage
2, Stage 3, Payment
Processing, Liaison Unit,
Resource & Referrals and the
Accounting Department.
All the subsidized
Alternative Payment Programs
are parental choice
programs, the parent may
choose anyone of the
following types of child
care: Child Care Center, a
Licensed before/after school
program, licensed family day
care home, the children's
relative i.e. grandparent,
aunt or uncle or even a
friend or neighbor.
All or most of the
Alternative Payment Programs
have similar requirements
such as: CalWORKs recipients
who are on or off cash aid
or low-income may be
eligible for child care
services for children under
the age of 13 if the
parent(s) are working and
meet income eligibility
requirements, seeking
employment, attending
vocational training/School,
or
participating in a GAIN
approved program.
Eligible families may have
all or part of the cost paid
for by a subsidized Federal
& State Block Grant.
CalWORKs recipients will
normally start their child
care services with Stage 1,
once the parent(s) are
deemed stable or their cash
aid terminates and the
parent(s) income is at or
below the state's median
level established by the
State Department of
Education, the family is
transferred to the Stage 2
Department. CaIWORK's Stage
2 participants can remain
there for a maximum of 24
months from the end date off
cash aid. At that point the
family is considered (timed
out), and is transferred to
Stage 3 if funding is
available, otherwise,
families are recommended to
enroll in the MAOF APP
waiting list. All low income
recipients requesting
subsidized child care
assistance are required to
enroll through the waiting
list.
Childcare services are not
guaranteed and are based on
available funding.
MAOF's geographical child
care service area consists
of the following
communities: Bell, Bell
Gardens, Boyle Heights, City
Terrace, City of Commerce,
Cudahy, East Los Angeles, EI
Sereno, Huntington Park,
Lincoln Heights, Maywood,
Los Angeles, Montebello,
Monterey Park, Pico Rivera
and Santa Fe Springs.
Operating hours
Stage 2, Stage 3 & APP
programs operating hours are
Monday through Friday from
7:30am to 5 p.m.
Stage 1 operating hours are
Monday through Friday 7:00am
to 5:00pm and on Monday &
Wednesday's the Stage 1
department is open until
7:00 pm.
